Technical Department
General Introduction
From the Center's establishment in 1994 until 2005, there was no separate technical department; tasks related to electricity, water, and machinery/equipment repair were handled by the Organization – Administration Department.
In 2005, the Technical Workshop was officially established, led by Mr. Nguyen Dang Anh. Simultaneously, the technical unit at 135 Lo Duc was separated from the Organization – Administration Department to merge into the Technical Workshop.
At this time, the Technical Workshop was responsible for operations at two facilities:
- 135 Lo Duc: handled by Mr. Le Hoang Nam and Mr. Nguyen Trong Kiem
- 418 Vinh Hung: managed by Mr. Nguyen Dang Anh
In 2007, when the Center was renamed the Center for Research and Production of Vaccines and Biologicals (POLYVAC), the Technical Workshop was converted into the Technical Department, maintaining its functions and expanding operations according to GMP standards.
From 2005 to 2008, the unit at 418 Vinh Hung received technical transfer from Japanese experts on operation, repair, maintenance, calibration, and validation of equipment and technical systems.
From 2009 to 2017: the team was consolidated and specifically assigned, Mr. Le Hoang Nam served as Deputy Head in charge of 135 Lo Duc
From 2016: added personnel from 418 Vinh Hung to strengthen the technical unit at Lo Duc.
In 2017: Mr. Cao Minh Duc was assigned to lead the technical unit at 135 Lo Duc, replacing Mr. Le Hoang Nam upon his retirement.
Since its establishment, the Technical Department has consistently fulfilled its functions and tasks, operating and managing machinery and equipment systems to meet GMP standards while applying many technical initiatives for efficient operation and timely repair, contributing to stable production and ensuring the quality of products supplied to the National Expanded Program on Immunization.
Functions and Tasks
Developing and managing technical documents
Drafting, reviewing, and periodically updating operating, maintenance, and repair procedures; developing technical specifications for related equipment and chemicals.
Managing, operating, and maintaining equipment systems
Directly managing, maintaining, repairing, and validating technical systems including:
- Wastewater treatment
- Central air conditioning
- Clean water systems (UFW, WFI)
- Boiler, compressed air, electricity, information, and fire protection systems
- Scheduling periodic and extraordinary equipment maintenance.
- Assisting departments in equipment calibration and validation according to production/testing requirements.
- Acting as the primary contact for contracting maintenance, repair, and calibration services.
Personnel Training and Development
- Organizing orientation for new employees.
- Periodic training on GMP and operational/maintenance skills for vaccine and biological production lines.
Asset and Technical Supplier Management
- Managing assets, equipment, consumables, and chemicals within the department's scope.
- Documenting, reporting, and archiving according to GMP regulations.
Other Tasks
Perform other tasks as assigned by the Center Director.
